I picked up Eagle on the way to picking up the sniper rifle one (I never used snipers during the main game), since I was taking headshots with it, and it was a hold over from probably the tranq pistol. So I would actually suggest killing fewer people, since that keep the individual weapons in check, and killing them all with the same weapon, but then switching up the weapon that you use between playthroughs.
